Greg Madden and Hannah Zerphey met while working at the VA's National Acquisition Center (NAC) Federal Supply Schedule (FSS) Service. They both became warranted contracting officers and specialized in Multiple Award Schedule contracting. Greg and Hannah have a solid understanding of all 9-FSS programs, with special attention paid to the 651B Drugs, Pharmaceuticals, and Hematology Related Products and 65IIA Medical Equipment & Supplies Schedule programs. Hannah's focus soon switched from contracting to developing acquisition materials for FSS Service staff, VA procurement personnel, and FSS contractors, including the FSS website, eNewsletter, webinars, and acquisition training programs. Together they maintained strong communications with industry and ensured FSS personnel were trained in current acquisition policies and regulations.
Creating a smooth working relationship with industry became a passion for both Greg and Hannah. It is through this passion that Orlaithe was born. Orlaithe Consulting LLC opened its doors in October 2017.

Gregory Madden is a former VA Procurement Law Attorney for the VA Office of General Counsel, Warranted Contracting Officer, and FSS Chief, Contracting Branch for the VA NAC 65IB Federal Supply Schedule program. Among other responsibilities during his 11-year tenure with VA, Greg was the
Chairperson of the Public Law 102-585 Policy Group;
Project Lead in charge of modifying all Schedule 65IB contracts to incorporate the annual pricing updates required by Section 603 of the Veterans Healthcare Act of 1992 (Public Law 102-585);
VA’s primary point of contact for resolving contractual discrepancies with VA’s Pharmaceutical Prime Vendor; and
As a Warranted Contracting officer, Greg executed 100+ FSS contracts and 1,000+ modifications on behalf of the Government under all nine (9) Schedule programs.
Prior to his employment with the Government, Greg was a manager of 50 legal editors at an online legal research and database organization. He also worked as in-house corporate counsel for a national engineering consulting firm.
As a Managing Member, Greg represents Orlaithe at speaking engagements across the country sponsored by CBI, The Coalition for Government Procurement, and other organizations. This year’s highlights include: serving as the Conference Chair for the 2018 ACI “Big Four” Pharmaceutical Pricing Bootcamp in New York, NY; speaking at the 10th Annual Federal Pricing and Reporting Conference; and hosting the CGP 2018 Public Law Pricing Updates for Covered Drugs webinar. In 2019, Greg will serve as co-chair of the CGP Healthcare – Pharmaceutical subcommittee.
Greg lives in Aurora, IL with his two daughters and wife. He enjoys playing golf, reading science fiction, and playing video games.
Hannah Zerphey is a former Contracting Officer and Management Analyst for the VA FSS Service. In her seven-year tenure, Hannah was a Warranted Contracting Officer responsible for the administration of 50+ VA FSS contracts, including pre- and post-award actions; and a Management Analyst. As a Management Analyst, Hannah
Created training presentations for Government and industry audiences;
Conducted monthly webinar trainings for approximately 200 participants, including Government and industry representatives;
Wrote and managed the FSS eNewsletter (approximately 5,000 subscribers)
Revised the structure, design, and content of the FSS Service web-portal;
Created a comprehensive training program to meet the needs of the Veterans Health Administration (VHA) – trained all VHA acquisition professionals (2,000) over the course of 17 weeks in 2010;
Conceptualized and implemented a three-day comprehensive training curriculum for 60 FSS Service acquisition professionals; and
Executed over 100 FSS contracts and 500+ modifications under the commodities Schedule programs.
After leaving the Government, Hannah started wise panda designs (closed September 2017), a small firm dedicated to helping clients bring their business online.
Hannah lives in Unionville, VA with her husband and fur-kids. She is a yoga teacher, specializing in yoga as therapy, enjoys reading on her deck, and playing video games.
