New SAM Registration Process

Managed by the General Services Administration (GSA), the System for Award Management (SAM) is a federal Government owned and operated public database that consolidates CCR/FedReg, ORCA, and EPLS. Anyone interested in doing business with the Government must register in SAM to be awarded a contract. Other users of SAM include:

  • Government contracting officials;

  • Public users searching for Government business information.

GSA has implemented some major changes to its login and credentialing processes to increase security and deter future fraud.

New Login Process

As of June 29, 2018, entities are required to create a login.gov account. Moving forward, you will use your login.gov username and password to sign-in to SAM.gov. This means that your current SAM.gov username and password will no longer work; however, it does mean that you only need to remember one username and password for access to a variety of government websites!

Once you’ve created your login.gov account, you will be directed to that sign-in page when logging into SAM.gov.

Notarized Letter

Effective March 22, 2018, all entities are required to submit a signed notarized letter identifying the authorized Entity Administrator for the company. If your registration passes normal SAM.gov validations you will no longer need to have an approved Entity Administrator notarized letter on file before SAM.gov activates their registration – you must still mail the original, signed copy to the Federal Service Desk.

Protecting Your Data

While GSA has indicated that there has not been a technical or data breach, we advise you to login to the site and review the information on the financial information page, paying particular attention to their bank account information attached to Electronic Funds Transfer (EFT). It is your responsibility to ensure that your information is current and correct in SAM in accordance with FAR 52.232-33(b).

If you suspect that a payment due to you from the Government was paid to a bank account other than your own, contact the Federal Service Desk.
