65IIA Solicitation Amendment + Digital Signatures!

Now Accepting Digital Signatures

In the last week of March, VA FSS released the first Amendment to its Schedule 65IIA Medical Equipment and Supplies solicitation (R10). While this release includes the standard updates to clauses and provisions it also includes a few things you might find exciting:

  1. DIGITAL SIGNATURES! the thing we’ve been waiting years for is finally here. VA FSS will now accept Digital Signatures on all of its signature pages. They make a key distinction between an electronic and a digital signature - so be sure that you’re using an authenticated digital signature from someone like Adobe or DocuSign as they won’t accept just any type of electronic signature.

    They will still accept wet signed and scanned pages. Orlaithe imagines that FSS will roll out digital signature acceptance to the rest of its Schedule programs as they amend those solicitations.

  2. SIGNATURE DATES: under the previous version of the solicitation all signatures had to be within 10-days of proposal submission. With Amendment 0001, VA removes this requirement for all signature pages except for the SF-1449.

  3. NEW OFFER EMAIL ADDRESS: all proposal and extension packages must be emailed to FSSOffersandExtensions@va.gov. The max email size limit is 10mb.

  4. RENTAL AGREEMENT TERMS AND CONDITIONS: this amendment provides a lot more information about proposing products for rent under the FSS program. It also includes a sample rental agreement for Government use.

  5. PRICE PROPOSAL: if you’ve downloaded the new product addition price proposal spreadsheet, you may have noticed the addition of two new columns - P and Q. Column P requires you to provide the total sales for the last 12-months to the tracking customer. Column Q requires the same information but for federal customers. It is our understanding that VA FSS uses this data to help them with their market research.
